Sett till antalet besök har valfrihetsförsöket utnyttjats mest i de största städerna, där också det största antalet potentiella kunder finns. Relativt sett har dock försöket utnyttjats mest på mindre orter. In Finland, there is only one municipality where the choice experiment has not yet been used—these municipalities have either the most or the least usage. The most visits have been in the largest cities, which also have the highest number of potential customers. Relatively, however, the experiment has been most utilized in smaller towns.
